New Europe adopts New Rules of Procedure for the European Council

Below are excerpts from the new rules of procedure of the European Council, now an institution of the European Union headed by the newly selected president. Notice in particular the sentences with bold letters!

THE EUROPEAN COUNCIL,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 235(3) thereof,
Whereas:
(1) The Treaty of Lisbon transforms the European Council into an institution of the European Union.
(2) The European Council should therefore adopt its Rules of Procedure.

Long after the practice had become standard in the U.S. and South America, the EU is supporting the use of cloned cattle in Europe. Facts:  

On 25 September 2005, the applicant in the main proceedings presented himself at the security control at Vienna-Schwechat Airport. That control showed that he was carrying tennis racquets in his cabin baggage. Since those racquets, according to the authorities, fell under the prohibited articles in points 4.1 and 4.3 of the annex to Regulation No 2320/2002 and were listed in the annex to Regulation No 622/2003, the applicant was not permitted to pass through the security control. When he none the less boarded the aeroplane with the tennis racquets in his cabin baggage, he was asked to leave the plane.
